What is HRIA?
Human rights impact assessment (HRIA) measures the impact of policies, programmes, projects and interventions on human rights.
It can be used for actions that are specifically designed to have an impact on human rights, in which case it will be used to determine the way in which an action will have a maximum positive impact.
It can also be used for activities and interventions that are not specifically designed to have an impact on human rights but could impact on them indirectly. This assists in systematically determining whether policies, programmes and activities take human rights sufficiently into account.
